The Croisette & the Palais des Festivals

Behind the seafront the town becomes older and much narrower. Le Suquet climbs the hill in stepped lanes to Notre-Dame d’Espérance and the Musée de la Castre, with the best view over the bay at the top; below it the Marché Forville trades each morning and rue Meynadier runs into the shopping length of rue d’Antibes. It is the part of Cannes most worth walking and the part where a visitor alone is most exposed to distraction theft. Almost everyone arrives through Nice Côte d’Azur, the busiest airport in France outside Paris, roughly twenty-five kilometres east along the coast; private aviation uses Cannes Mandelieu, minutes west of the Croisette; and a helicopter from Nice reduces the journey to a few minutes over the water. Why protection in Cannes must be licensed.
In France, close protection is a regulated profession. Under the Code de la sécurité intérieure (Livre VI), every agent de protection physique des personnes must hold a valid CNAPS professional card (carte professionnelle), and the company employing them must hold its own CNAPS authorisation. Armed protection is tightly restricted. An officer brought in from another country cannot lawfully work your detail on the Croisette, and an unlicensed arrangement leaves you with no standing and no insurance in French jurisdiction.
