Italian private security law is written around property, not people. Under article 134 of the TULPS (Royal Decree 773/1931), nobody may offer guarding or custody of property, or private investigations, without the Prefetto’s licence, and the same article bars any licence for work involving public functions or restricting personal liberty. The sworn guard, the guardia particolare giurata (GPG), is approved by the Prefetto under article 138 to guard property, not to protect a person. So there is no bodyguard licence on Lake Como, a private protection officer works with an ordinary citizen’s powers, and the provider is what matters.
